If you are referring to UK mainline standards, I think there are some errors.
1) electrified is 1.5km, non-electrified is 2km.
2) 1.5/2km refer to maximum distances including winding lengths, not just physical separation - however, I believe it is possible to apply for a dispensation.
3) there is no mention of overall length and other DL requirements.
To answer the 3km question, provide DLITs in between. However, there is also a limitation for maximum length with a maximum number of DLITs. This is 10km from memory and includes all winding lengths. DLs are not simple science but there is probably someone who is more familiar with them than I who can provide better more practical answers.
