A bit about RSSB standards.
A proposal can be made by any stakeholder for a change to RGS. That change is then assessed against what is likely to happen to the standard and what other work may be a priority (eg is the standard likely to be withdrawn in the forseeable future, or part of a planned review).
There is a process for small scale changes - defined as something like that which is obviously wrong, or has clear benefit and not going to import any risk. It also needs to be self contained (ie will not require other parts of the standard to be updated or affect others).
This was put in to replace the category of derrogation which what "derrogation pending standards change". The result of this is that if you have something that needs to apply in all cases, you cannot get a derrogation for it, it needs to be a specific derrogation for the given scope and then a change proposal (small scale or full blown).
