I think you mean that drivers have (unfortunately) been trained to use the AWS position as always being 180m "on the approach to" (or as we used to say "in rear") of the signal and use it as a marker for a "target speed" at which to traverse it so that they can then gently brake for a stop a defensive drivig distance (say 25m) prior to the signal.
